The file that specifies the user accounts that cannot submit jobs via at or batch is:
/etc/at.deny
This file contains a list of usernames, one per line. If a user's name is listed in this file, they will be prevented from submitting jobs using the at and batch commands. If the file doesn't exist, it is assumed that all users are allowed to submit jobs.
There is also a corresponding /etc/at.allow file. If it exists, only the users listed in that file are allowed to submit jobs, regardless of whether their names appear in /etc/at.deny.
