To me its E. Priority group activation is less than 2. Looking at the priority groups it seems to me that Priority 5 - both down, so all of the other groups should be activated and be able to receive traffic ( all of them only consist of 1 pool member, which is less than 2). Moving on to the LB method - pool member E has least active connections.
