In ITIL 4, the Service Value Chain consists of six key activities that form the core of the Service Value System (SVS). The six value chain activities are: Plan Improve Engage Design and Transition Obtain/Build Deliver and Support As you can see, none of these are service value stream. The answer is C (which you agree with in your own answer)
