I was thinking it was B until I read in detail the question and the text you pasted here.

That is absolutely correct, but then you select answer B which clearly states "Providing information about deployed changes", which means that the change was already deployed.
In my experience and from your own quote, Change schedules is used in order to assess a change and how it will affect, but NOT for changes that already happened
