For me B & D are correct
because a port is not linked to a function, but to a communication purpose. You don't have SNMP agent without SNMP Manager. UDP 161 is use from Manager to Agent (Polling), and UDP 162 is use from Agent to Manager (Traps).

I would say the answer is "D" since the agent cannot respond or send traps without port 162 being allowed.
But, the question is ambiguous. The agent responds (sends traps to the manager) with UDP port 162, but UDP port 161 is required for the manager to send commands to the agent or to poll information.
