I think the correct answer is B. Refer to SPM4 Page 114 which states:
Often the program itself may be funded by one or more sources, and the program components may be funded by altogether different sources.
Funding models range from those being funded within a single organization, those managed within a single organization but funded separately, or those entirely funded and managed from outside the parent organization.
