The request is which technology must be used, however it doesn't mean that it will resolve all requirements, so with this clarification lets see the options: A. VLAN - it will not cut costs related to purchasing additional equipment, also it will not separate routing processes... B. vPC - it will not meet any requirement; C. VDC - the only requirement that it will not meet is the TCAM, however this technology must be used to attend most of requirements. So, C is the best option. D. VRF - it will not meet: TCAM, QoS table, and data planes

TCAM is shared between all VDCs. Thus if we follow this requirement, only vPC is correct. But that goes against the second requirement.
